首先糾正一下問題中的錯誤，沒有neither… and…這樣的表達方法，只能說neither… nor…。
在both… and和neither… nor…這兩個詞組中符合就近原則的是neither… nor…。如：Neither he nor I am free。如果交換一下he和丨的位置則是Neither I nor he is free.
both…and…作主語，動詞必須是複數，如：Both he and I are free.
