whoever相當於anyone who或是those who.
另外，who含特指意義，而whoever含泛指意義，意爲“無論誰”.

who 和whoever都可以引導主語從句，只能置於句首，不能用形式主語it代替。它們也都有“誰”的含請觀察下列句子
①Whoever leaves the room last ought to turn off the light.
whoever 的含義是：the person who... 或anyone who... [無論(不管)是誰]，前者特指，後者泛指。意思是：無論誰最後離開房間都應該關燈。又如：
Whoever (Anyone who) breaks the law should be punished. 不管誰違法都應該受到懲罰。
Whoever (The person who) told you it was lying. 無論誰告訴你的都是說謊。
②Who will give us a talk is unknown to us all.
who雖然也可以引導主語從句，但它常保留本身疑問的含義，即“誰”。
意思爲：對我們大家來說，誰給我們講話還不知道。
又如：
Who will go with us has not yet been decided. 誰和我們一起去還沒決定。
Who will be sent abroad is unknown. 還不知道誰將被派往國外
